As an expert in cause advocacy, Brian develops communication strategies for Emmer Consulting’s clients. He has implemented both short-term issue-based campaigns and longer-term brand strategies. He also manages digital grassroots campaigning and translates those results into tangible actions on the Hill. Brian is also an effective state advocate. He simultaneously coordinates advocacy efforts in several states and works to ensure nationwide consistency of our clients' messages. Brian has been most active in California, Arizona, Maryland, Michigan, Rhode Island, and Virginia, and has drafted bills, lobbied, testified, and passed legislation in these states.
